How Manitoba land transfer tax is calculated

Manitoba's land transfer tax is marginal and starts at zero: the first $30,000 of fair market value is untaxed, then 0.5% to $90,000, 1% to $150,000, 1.5% to $200,000, and 2% on everything above that. Because the top bracket starts so low, almost every Winnipeg buyer pays 2% on the bulk of the price, which makes Manitoba's effective rate close to Ontario's despite the friendlier-looking bracket table. Registration fees are charged separately by Teranet Manitoba and are flat, not value-based.

  • Tax is charged on the fair market value of the land at the date the transfer is registered, not necessarily the contract price.
  • Manitoba has no first-time home buyer rebate or exemption on land transfer tax — one of the few land transfer tax provinces without one. Budget the full amount.
  • From January 1, 2027, acquiring or increasing a beneficial interest in Manitoba land is taxed equivalently to a registered transfer, closing the bare-trust workaround.
  • Registration fees come from Teranet Manitoba's 2026 land titles fee schedule: $137 electronic, $144 paper, for both a transfer and a mortgage. Nearly all conveyancing is electronic.

First-time home buyer relief in Manitoba

Manitoba offers no first-time home buyer rebate or exemption on land transfer tax. First-time buyers pay the same as everyone else, so budget the full amount shown above.

No first-time rebate — and from 2027, trusts do not skip the tax either

Manitoba still charges every buyer the full land transfer tax. Budget 2026 closes the bare-trust workaround from January 1, 2027.

There is no first-time home buyer exemption on Manitoba land transfer tax. Budget for the full amount on this page. What did change is how the province treats people who never register a transfer at all. The Budget 2026 taxation bulletin announced amendments to stop avoidance “through the use of legal structures in which legal and beneficial ownership of the property are separated,” planned for January 1, 2027.

The Budget Implementation and Tax Statutes Amendment Act, 2026 (S.M. 2026, c. 44) adds Part III.1: anyone who acquires or increases a beneficial interest in Manitoba land pays a tax equivalent to land transfer tax, must file with the director within 30 days, and is jointly and severally liable with other transferees. Registering a transfer that already paid the tax within 30 days is the way out, not a second bill. Ordinary buyers who register title on closing are already in the net. Anyone buying into a bare trust, or taking a beneficial slice without going to land titles, is who this is aimed at.

When Manitoba land transfer tax is due, and who remits it

You pay land transfer tax and the registration fee together when the transfer of title is registered at the land titles office, which your lawyer handles on closing day. There is nothing to file yourself.
