Why rates differ so much between cities
A city’s tax rate is its budget divided by its assessment base, so cities with expensive homes (Vancouver, Toronto) post low rates while cities with cheaper homes need higher ones to fund similar services. That is why comparing rates alone is misleading: a 0.31% rate on a $1.2 million Vancouver home costs more than a 1.03% rate on a $400,000 Edmonton home. Assessment rules differ too. Ontario still bills on frozen 2016 MPAC values, Alberta and BC reassess every year, and Winnipeg taxes only 45% of market value.
